Drive Management will not give option to allocate unallocated space

I was trying to partition my 4TB external Seagate Expansion Desktop Drive.

I shrank the original partition to 2TB from the original 4TB then tried to create a partition on the remaining half. It did not work.

I now have the drive (Disk 8 on my system) with 2048.00 GB NTFS active, primary partition) and 1678.02 GB Unallocated.

When I right click on the unallocated portion all options are grayed out except for help and properties.

I am using Windows 8.1.
