Windows 7 how to get user "Software and hardware certificates or a smart card"

When I try to recover the permission for "Computer\HKEY_CURRENT_USER\Software\Microsoft\SystemCertificates\Root\ProtectedRoots", the user "Software and hardware certificates or a smart card" can't be added, even I deleted the Key and reboot the machine, how to get the user? the operation is come from recovering a Corrupt Certificate Store. Thanks.
