Windows 10 Fingerprint disabled

Hello I have Win10 1709 and fingerprint is greyed out. I cannot enable it. Computers are on domain.

I tried reading a lot of forums but NO WAY!!

I tried enabling the following:

Computer>Administrative Templates>System>Logon>Turn on convenience PIN sign-in

Also this one:

Windows Registry Editor Version 5.00

[HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\System]
"AllowDomainPINLogon"=dword:00000001

and also with biometrics GPOs but NO WAY

any ideas?
