Windows 10 Video problems with Remote Desktop on build 1809

We recently moved from 1067 LTSB to 1809 SAC. Users who connect to their 1809 workstations (vmware virtual Windows 10) from a Windows 1803 and up RDP client (mstsc.exe) are reporting green and grey blocks / bars in applications that display things with rows, such as Excel, Outlook, Acrobat, SSMS and even things like Task Manager.

I've eliminated almost everything outside of Windows - after extensive troubleshooting, I ended up RDP-ing from a fresh laptop to another one on the same LAN segment, and still happens. These laptops have no domain membership and hence no custom policies, they have no apps, and they are any edition (Home, Pro, etc). They are various new models including MS Surface. So we see that network, vmware, GPOs, etc are not suspects.

No setting in the RDP client makes a difference - not the Performance Optimization / bitmap caching, mapped devices, nothing.

It doesn't happen with any other client - RDP Mac, third party RDP clients, thin clients, etc.

A web search turns up nothing, yet I can reproduce this on any system all day long.

Is anyone else experiencing this or am I in some kind of quantum black hole?
