Windows 7 Windows 10 Upgrade

Hello,

I am looking for either assistance or advice.

At the moment, my company has about 40 Windows 7 PC's that I need to upgrade by the end of this year. These PC's were purchased through Dell and downgraded to Windows 7 due to compatibility issues with legacy software and Corporate Policies which I have no control. All the PCs came with a Windows 10 CD, but no License Key sticker( I am assuming they are embedded ).

My goal is to find a way to upgrade these PCs keeping user data and software intact if possible. I attempted to use the included CD from Dell, but I am thinking I will lose the software installed on the machine. Also, I am trying to use our WSUS server. I have downloaded the Windows 7 to Windows 10 1703 upgrade for the test machine, but my test machine does not see the upgrade. I tried the solution described at the address below. However, my test machine does not have any of the registry DWORDS or keys. I created them and still no changes.

Because of corporate policy, I can only upgrade to 1703.

I am looking for any possible solution anyone can offer.

Edit: Additional Info, I tried to decrypt the WSUS esd file for the upgrade. No dice.
