Windows 7 RDP vs. RSAT Remote De

I have a small team of end users who are testing access through a cloud portal that pops RDP client at logon.

Win10 users have no issue accessing portal, but it's a different story for Win7 users.

The vendor offered a one-sheet with tips to resolve the below error:

"Your computer can't connect to the remote computer because an error
occurred on the remote computer that you want to connect to. Contact your network
administrator for assistance."

I've confirmed that all recommended KB's have been installed. I've also created the reg Key (HKEY_CURRENT_USER\Software\Microsoft\Terminal Server Client) and toggled between 1 & 0, rebooting every step of the way.

Nothing that was suggested has worked, and the internet hasn't provided a solution so far either. I've tried on two different machine, achieving the same results

I installed RSAT and enabled Remote Desktop Services Tools on a test machine, and it worked perfectly, but I'm not ok with End Users having RSAT installed on their local machines. When I uninstall RSAT, the error reoccurs.

Has anyone ever experienced a situation where RDP only worked with RSAT installed, and if so, what's RSAT installing that's resolving this issue with the cloud portal?

Any help you can provide is much appreciated.
