Windows 10 How to pin "Windows Based Script Host" to task bar in Windows 10?

On my Windows 7 computers there is an ICON in the task bar labeled "Windows Based Script Host" which is used for launching such scripts. When you right click it a window is raised which appears as follows:

This is an extremely useful tool but I can't figure out how to make it work in Windows 10. Would be most grateful if someone can explain.
