Windows 10 English (New Zealand) language pack without English (United States) language pack results in English (United Kingdom)

Hi guys,

I've had issues with this before but it's back again. English (New Zealand) uses the US keyboard and US dollar sign, while English (United Kingdom) is a completely different keyboard with the pound symbol where the hash symbol is (above the number 3).

Someone in their infinite wisdom at Microsoft has once again lumped English (New Zealand) in with English (United Kingdom) and so now we have to run English (United States) as a secondary language pack and set it to our welcome screen language, otherwise the keyboard no longer works correctly and more secure passwords that use symbols don't come out as expected.

The other problem is that English (United States) comes with a different date layout. In the US they have the MM/DD/YYYY date format while we here in New Zealand have the DD/MM/YYYY date format.

This issue seems to be an issue re-introduced in Windows 10 v1809.
