Windows 10 Explorer Hangs When Applying Attributes To Windows Server Share But Not Synology Share

I have a weird issue, one user has explorer hang whenever they apply changes to an attribute on any file or folder i.e. switching to read only for example. This is only one computer and the issue only happens when the file is located on a Windows Server Share or networking to any Windows computer really. The issue also happens regardless of the user, for example I attempted to do this with the domain admin and got the same results, the same user account can use another computer and not have the issue. I can confirm this issue occurs when connecting to a Win 10, Server 2008R2, 2012 & 2016, however does not happen when connecting to a Synology NAS we have on site. This happened on the 1803 build, we updated to 1809 thinking maybe that was the issue with no dice. I have also ran SFC /SCANNOW attempting to see if that would resolve it but still nothing.


I am thinking it may be either related to explorer or smb but I do not know where to go from here.
