Windows 10 High contrast setting being applied to one user even after deleting their profile.

Hello, we have an issue were high contrast mode keeps being applied to one user account even after I delete their profile. I did enable the setting for user.

I then logged off and back on with a different account which is not affected. This account had privileges to delete the problem users profile. I've also removed UEV out of the equation by removing their settings.

Everytime I login with this account on this pc high contrast is re-enabled. It is ok if I login to a different pc. Where is this setting being stored if it's not in the users profile?
