Windows 10 1809 Update: Firewall, Edge, and Store Application issues

Having an issue with the 1809 update on several Windows 10 PCs:

Once the PC starts up, it will notify regularly that Windows Defender Firewall is disabled:

1. The mpssvc service (running as local service) will not start - it is quickly cycling starting/stopping/starting.

2. Defender Firewall shows it is not running and the Windows Defender Firewall with Advanced Security Snap in fails to load with error 0x6D9

3. Edge icon in the taskbar is blank, clicking on it opens the window quickly, then it disappears

4. Store Apps will not start or load, trying to manually reload the store apps with powershell fails because the Firewall is disabled.

We are using Ivanti with BitDefender, but testing on a brand new, non-domain joined laptop yielded the same results.

Troubleshooting done:

SFC, online DISM restorehealth, tried changing mpssvc to run as Local System (problem is that all the options even as admin are grayed out)

Ran the Firewall troubleshooter (knows its disabled, but cannot enable it), StoreApps troubleshooter, uninstalled management software, removed from the domain and tried rolling back all security updates and then updating - no success.

The only method that has worked is to roll back to 1803, then use Windows Update Assistant to manually update to 1809.

Currently I have a machine that has already passed the 10 day roll back period though, so I cannot do this. It is at 1809 with all the latest patches including KB4490481, which I hoped would help resolve the issue, but no luck.

Edit: per other posts, ipv6 is enabled on the adapter.



Any help would be appreciated.
