Windows 10 Cannot update to Windows 10 1803

I have a Dell XPS8910. When the 1803 update was released, I tried to upgrade but it would always rollback after spending a significant amount of time processing the upgrade. I recently tried to upgrade again, and it failed again with error code 0xc1900101.

Digging around in the c:\$WINDOWS.~BT\Sources\Panther\setupact.log file, I see:

2019-04-10 08:52:07, FatalError [0x090001] PANTHR Exception (code 0xC0000005: ACCESS_VIOLATION) occurred at 0x00007FFCA99F494B in C:\Windows\System32\provengine.dll (+000000000000494B). Minidump attached (104227 bytes) to diagerr.xml and C:\Windows\Panther\mnd864B.diagerr.mdmp.


I also downloaded SetupDiag and ran it, which produce the output:

This dump file has an exception of interest stored in it.
The stored exception information can be accessed via .ecxr.
