Windows 10 Windows 10 - 1709 not booting after downloading updates

Hi,
We're using WSUS to deploy updates to our Windows 10 - 1709 clients.
After approving some updates a couple of our notebooks got in a kind of boot loop. Won't go through Windows boot process.

We approved the following updates:
KB4090007
KB890830
KB4489907
KB890830
KB4487038
KB4486996
KB4485448
KB4489886

Those where cumulative updates from 2019-02 and 2019-03. As well as the intel microcode update.,Adobe flash updates, malware software removal tool and the 2019-02 servicing stack update.

We've fixed the notebooks by booting them into safe mode (F4) two times.
The first time it looks like they we're finishing something with the following notification. "Preparing Windows, please wait".
After that it reboots and continue to hang at the boot process.
When we tried the second time safe mode (F4) it got through without any message and boots to Windows.
We can reboot again and everything is fine.
We applied the updates which weren't applied when all went wrong.

We asked the end users what they did before the notebook got in the boot loop.
They said they just shutdown the notebook.

My theory is that something went wrong during shutdown. Perhaps some pre windows update process which didn't exit normally.
So, I'm curious are others facing the same issue? Or does anyone have an idea what happened?
I can say for sure that no update was installed during the boot hang. So it could only be some pre update stage or something which caused it. I would had let it go when it was just 1 or 2 notebooks. Now there were 5 on the same day.

I hope to learn something from it.
