Windows 10 Fonts can't install some fonts sr

Copied over 3000 files to C:\windows\fonts

only 1000 can be installed totaling 1359 files

Keep getting error The file does not appear to be a valid font.

WFW Windows Firewall is running

Tried on another computer same problem
