Boot devices broken after Windows 8.1 installation

Hey guys, I work for an IT company and am having some troubles after installing Windows 8.1. I run an enterprise copy provided from my company, so I couldn't do the update, and used an ISO to perform the update manually.

After the update, I'm no longer able to boot to anything besides the Windows Boot Manager. This includes all CDs, DVDs, and USB devices. I also can't boot to my Linux installation, but that was expected to break during the upgrade.

I have a computer with UEFI, I've disabled fast boot and secure boot. I've tried setting my bios boot to UEFI (which should work with GPT disks created with applications like rufus) CSM, and UEFI and CSM. When I try CSM, I don't have any boot options and my computer gives me an error about trying all boot options and failing.

At this point, I can't boot to a USB CDROM, or any of my live USB disks. I have created both legacy boot disks and UEFI boot disks to no avail. I have tried resetting my BIOS to factory defaults.

Advanced startup settings doesn't give me an option to boot from a device any more like it used to either, so that's out of the question. I can't even wipe my PC and start again because I can't boot to anything besides Windows 8.1.

Does anyone have any suggestions on what to do?

Also, booting to recovery doesn't work. I have a recovery disk that I created, but I can't use it because I can't boot to recovery (on Samsung, F4 at boot) to apply the image.
