Windows 10 Windows 10 version 1903 Built in Apps Dead shortcut in Start Menu

Anyone knows how to get rid of the dead/mutant/dormant shortcut in the start menu? I recently upgraded to latest W10 version 1903, and found this dead shortcut right after the upgrade.
