Windows 10 Deleting group policies on a computer

I recently upgraded a Windows 7 computer to Windows 10 without wiping out old profiles and keeping all the old user data. As I tried making tweaks to the public facing profile, I discovered that I can't launch the control panel, use the command prompt, change start-up programs, or even right click to unpin taskbar items. I made sure to turn off all of the group policies before upgrading, which worked on a different computer, but not this one. Turning off group policies was done via a macro which deleted the GroupPolicy folder. I tried deleting the other folder containing the .pol that could be turned on using another macro, force updated, no luck. Tried switching workgroups, no dice. Used mmc to add a snap-in from a deleted admin profile, but no group policies were enabled on there either.

At the end of the day, I want all group policies removed from the computer. I could just reinstall Windows 10 on the computer, but then I have to deal with reinstalling some other problematic programs and drivers, which is a nightmare itself, so I'm looking for an easy way out.

After writing all this, I realized that the easy way out was just to create a new public facing profile. But I still wanna know how to get rid of all those old policies from the account!
