Since I've been upgrading everyone from 7 to 10 over the past few month's, I've had a handful of users tell me that periodically that sometimes part of there screen will have a white bar at the bottom whether it be in Chrome or Adobe Reader when the apps are in full screen mode. If they make the app not full screen mode, it looks normal. Driver updates haven't helped and neither has bumping them from 1803 or 1809 to 1903.
It's maybe about 7 - 10 users out of hundreds that are having the problem and they all have a dual screen set up and are using Intel graphics adapters. I found that by pressing Ctrl + Windows key + Shift + B will fix it temporarily as an alternative to restarting but not sure what's causing it.
Below is a screenshot of it happening on Chrome. Notice how the bottom get's cut off? The same will happen with Adobe reader. Not sure what other apps it may be happening to if any.
