Unable to change message store location in Outlook Express

I posted this on the OE6 newsgroup--feedback suggested that Power Users may
not
have the permission needed to make the changes I want to make when Windows
2000 Professional is installed on an NTFS partition. They suggested I
present my
problem to the Windows 2000 community.

I am unable to change the location of the Outlook Express 6 (OE6) message
store folder when logged on as a power user; however, I have no problem
changing its location when I change my group membership to the
Administrators Gp. My OS is Windows 2000 Professional w/SP4, browser is IE6
and I am using Outlook Express 6. All available updates are installed.

As a Power User, when I try to change the message store to an empty folder
or an existing folder and then re-start OE I get the following error
messages:
Outlook Express could not be started. The application was unable to open
the OE message store. Your computer may be out of memory or your disk is
full. Contact Microsoft support for further assistance.
(0x80070001E,5)----then after pressing OK----Outlook express could not be
started because MSOE.DLL could not be initialized. OE may be installed
incorrectly

Once I log off and change my group membership to the Administrators Gp and
then log back on, OE6 opens with the message store location changed;
however,
when I log off, change my group membership back to the power Users Gp., and
log back on, OE6 fails to open and the above error messages are again
displayed.

My new custom computer - DG965RY Mother Board, E6400 CPU, 320 GB HD, 2GB
RAM, and my OS is installed on an NTFS partition.

FYI, as a Power User, I had no problem changing the message store location
when my OS was installed on an older Fat-32 computer system. Also, I have
manually removed and reinstalled Outlook Express IAW Microsoft Support
Article No: 263837.

I have been working on this for some time now and I am about ready to give
up and use the default message store location.

I will sincerely appreciate help in resolving this issue!

Check the NTFS permissions of the chosen folder so that the
chosen user has full read/write access. If unsure how to do this,
click Start / Help / Search tab, then look for help on Permissions.

You can change the MailStoreRoot in the registry & move all the DBX files to a
new location

START | RUN | Type 'regedit' (without quotes) & press ENTER

Navigate to:

HKEY_CURRENT_USER\Identities

Read DEFAULT USER ID

Expland:

HKEY_CURRENT_USER\Identities\[Default User ID]\Software\Microsoft\Outlook
Express\5.0

In the right pane read:

Store Root

That holds the Mail Store Root path

Move the folder containing the DBX file & change the above key to that location
appending a '\' to the end of the path.

Example:

C:\SomePath\

Close the registry editor

Pegasus, you hit the nail on the head. I followed your advice and was able
to give Power Users full permission to make required changes. I have been
working on this for a long time and was at the end of my rope. My problem
is no more!!

I had no trouble saving messages to my default log-on user account which is
located in my user folder; however, because of several bad past experiences
of loosing messages stored there I like to change my message store location
to a special folder on my C drive. As a user, I have never had problems
changing its location in the past because my computer's hard drive was
formatted FAT-32. I have built a new computer that has a hard drive
formatted NTFS and that is when my problems started. Windows 2000
Professional when loaded on an NTFS partition has additional security
features. I created the special folder on my C drive while I was logged on
as Administrator. When I logged off as Administrator and logged back on as
a user/power user I lost full access to that special folder. Whenever I
tried to change the location of my message store to the special folder
everything seemed to work OK until I tried to log back on and that's when
the errors began. What I have learned from this experience is: When using
Windows 2000 Professional installed on an NTFS partition the Administrator
must give permission to users to let them access special folders. To do
that all you have to do is right click the folder, select the properties
tab, select the security tab and allow or deny permissions.

Newbie Coder, I really appreciate your assistance and support in working
through my problem. For several months now I have tried to resolve this
issue on my own but was unsuccessful. Finally, I read something about
Microsoft support groups, found instructions on how to join, and now, my
problem is NO MORE thanks to you and all the other professionals who give of
their time unselfishly.
FYI: I have provided more detail in my response than I think you wanted;
however, I provided it in the hope that it may help someone else with a
similar problem.
