Windows 10 GPO wallpaper desktop do not applied on windows 10 1903

My System I have

DC AD 2012R2

There is a Policy GPO desktop for users who are fixed backgrounds.

I have a few computers update from Windows 10 1809 to 1903, I have an unacceptable black screen error on this GPO.

And Windows 7 and other Windows are normal.

I have a check on a Windows 10 1903 system that cannot be created: wallpaper

Please support me in this case how the error is in the new version of windows.
