Windows 10 Windows 10 IoT Enterprise Shell Launcher is Launching Explorer Shell

Hi,

I am using the Windows 10 (build 1809) shell launcher and seeing some strange behavior. It properly launches my app as the shell, but if I call "explorer.exe" from my app, instead of just launching an explorer window which was the case in XPEmbedded and WES7E, the system launches the entire Explorer Shell. This does not appear to be the correct behavior from reading the shell launcher documentation. Is there any way to prevent this? Again, just to clarify, I do NOT want the explorer shell to launch. Thank you.
