If software installation/uninstallation requires restart, and user does "Shut down" instead, it seems that our Windows 10 (1607) doesn't treat this as a restart.
For example when checking with Sysinternals pendmoves.exe, the files waiting for restart (pending delete) are still there after multiple shut downs.
We have lot's of users who always just shut down their computer when they leave from work. And this causes a problem when SCCM deployments are staying in "restart pending" state for long time..
Is this something that can be configures somehow (GPO?) in Windows 10?
Or is this something we have broke in our image..?
