Windows 10 Replicating group policies on different server

I am working as Helpdesk at this company and my boss has tasked me with something that's proving to be quite challenging.

We use AWS to host our servers and we have two domains. A dev domain and a production domain. The production domain is the domain all our offices computers are on, and the dev domain is a sandbox environment where we can test things.

He has tasked me with making our Group Policy on our DC in dev the same as the Group Policy on our DC in production.

So what I did was export each group policy on the production server into our dev server and the hierarchy looks identical. The problem I now see is that its hard to make a replica using that method because some of the policies use servers, or user groups, etc. that belong specifically to the production domain. So when the dev DC reads these policies there are some things it doesn't know what to do with.

My question is this: Is there a better way to make this dev DC behave like the production DC does but in its own domain?

Any help would be welcome, I've been struggling with this for 2 days now.
