Windows 10 cannot install ADUC on 1903

i have a non-admin user who is delegated to read only the Users OU in AD. i installed (Add Feature) ADUC twice, rebooted, but it isn't showing in "Windows Administration Tool" in the Start menu.

with older versions of Windows 10, installing ADUC via downloading the RSAT tools work.

is this some kind of "feature" that a workaround is necessary?
