Windows 10 Windows 10 1809 - Driver is unavailable for Printer?

Hi,

Since we have upgraded to 1809 users can no longer plug in and install their local printer. In 1703 it would automatically install the printer driver for them. Now when a printer is connected in 1809 we get the message that "Driver is unavailable". We do block windows updates as it is managed through SCCM. Is this expected behavior now in 1809? Did something change with printer drivers? TIA
