Windows 10 UAC OFF but Still prompting for task Manager

UAC is Currently off on the machine, But Standard user is still being prompted for User credentials when opening Task manager. Thing is they need access to this with out putting the Credentials in. Can any one Suggest a way. been searching a few options and one say about GPO " Load and unload device drivers" set this as administrators. but this is already been done and it is still prompting
