I've tried the settings in Computer Configuration\Administrative Templates\Windows Components\Microsoft Edge\:
"Configure start pages" to <google.com>
Edge still loads the "My Feed" page on startup.
gpupdate /force
Edge still loads the "My Feed" page on startup.
Restart
Edge still loads the "My Feed" page on startup.
So I go back to Computer Configuration\Administrative Templates\Windows Components\Microsoft Edge\:
"Configure open Microsoft Edge with" to "A specific page or pages (default)"
Edge still loads the "My Feed" page on startup.
gpupdate /force
Edge still loads the "My Feed" page on startup.
Restart
Edge still loads the "My Feed" page on startup.
So I go back to Computer Configuration\Administrative Templates\Windows Components\Microsoft Edge\:
"Configure open Microsoft Edge with" to "Start page"
Edge still loads the "My Feed" page on startup.
gpupdate /force
Edge still loads the "My Feed" page on startup.
Restart
Edge still loads the "My Feed" page on startup.
So I go back to Computer Configuration\Administrative Templates\Windows Components\Microsoft Edge\:
"Set New Tab page URL" to "google.com"
"Configure Open Microsoft Edge with" to "New tab page"
Edge still loads the "My Feed" page on startup. New tabs load the "My Feed" page with "Top sites" at the top.

So after all that fails to do anything whatsoever, I restore the snapshot to a fresh installation of Windows. 1903, freshly installed, fully updated, not a single other group policy set on it except edge. And then I go through the same song and dance, this time in User Configuration, and still to no effect. No matter what I do, Edge absolutely refuses to honor my group policy settings.
What is happening here? Why can't I just set the Microsoft-provided settings in the Microsoft-provided tool in the Microsoft-provided operating system and have the Microsoft-provided browser do the thing Microsoft says it's supposed to?
