Windows 10 How to Prevent Auto Switching Primary Display.

I just received new Dell workstation with dual monitors. The primary monitor is used for general purpose, while extended monitor is used to view security camera. I need to keep the extended monitor on at all time with camera view, so I turned off screen saver and sleep features as both monitors are affected by these features. Problem is I have to keep the primary monitor on at all time as well.

If I turn of the primary monitor, the PC will switch the secondary monitor as primary with all the desktop items moved in to it. And then, when the original primary monitor is turned back on, it become primary again and moves everything (including the security camera view) to the primary.

Is there a way to prevent auto switching of the primary<->extended monitor?
