Windows 10 Administrator - "You currently don't have permission to access this folder" when Accessing User's Folder

This is driving us nuts. Almost every Windows 10 computer comes up with the message "You currently don't have permission to access this folder" when we try to access a user's folder in C:\Users directly , while logged in as the Administrator. This is not just a computer here and there. It is chronic. Most of the time, it FINALLY goes in after 30 seconds or so, but we have one computer that 5 minutes later, it still have not gone in. We are typically logged in using Remote Desktop.

How do we fix this?
