Windows 10 System tray prompt "no internet connection" at lan port but it actually working normally, how to fix?

Hi there,

Old laptop original with Win7pro, upgraded to Win10pro before, recently patched to Win10pro 1903, so far so good.

Unfortunately can't remember after which subsequent patches, recently observed that in system tray, there is a globe icon with X sign, if mouse over it pop up "no internet access" at my lan port, also observed that outlook2016 complains "some of the content in this message couldn't be downloaded because you're working offline or aren't connected to a network"

However I'm 200% sure via lan port internet access is perfect, can send/recv email, can browse internet, etc.

Run network troubleshooter as administrator & it applied some fix automatically, then reboot itself after 5 mins, didn't help.

Manually run netsh reset commands as per https://support.microsoft.com/en-us/help/299357/how-to-reset-tcp-ip-by-using-the-netshell-utilitythen reboot, didn't' help.

Followed Windows 10 launching browser automatically after login - Virtualization Howto to disable activeprobing in regsitry, didn't help.

Checked no newer driver for LAN card available.

How can I fix this "non-deadly" but "very annoying" issue?
