A computer is having BSOD and kernel dumps.

The BSOD mini and memory dump files were able to be collected and debugged.

The kernel dump when attempting to open or copy displayed:

Windows cannot access the specified device, path or file. You may not have appropriate permissions to access them.

The path is:

C:\Winows\LiveKernelReports\PoW32k\Watchdog


How do you troubleshoot the access problem so that the livekerneldump can be copied to a share link?
