Windows 10 Update to 1809

I'm trying to update some of our systems to Windows 10 1809, but they are not receiving the update from WSUS. I understand 1903 is available from the Microsoft website, but we aren't ready for that yet because it breaks the connection from our users to our other facility. Is 1809 available to download somewhere else?
