Windows 10 How can I reinstall the wsl command?

I inadvertently deleted the wsl command. In powershell, if I type where.exe wsl, it returns nothing. So far I've tried:

-Reinstalling Windows 1903
-Uninstalling and reinstalling Ubuntu Linux
-Disabling and re-enabling Windows subsystem for Linux
-In powershell: Enable-WindowsOptionalFeature -Online -FeatureName Microsoft-Windows-Subsystem-Linux

What do I have to do to get the wsl command back in powershell?
