Windows 10 Backup Options - Keep my backups

On backup options, there is a setting for "Keep my backups". If it is set to "Forever (default)" does this mean it will keep unlimited copies of the same file as long as I keep making changes to that file? If this is so, what will happen when and if the backup device runs out of space?
