Windows 10 Push .NET 3.5 via GPO

The desktop support team have been upgrading all physical machines (desktop/laptop/Surface) to Windows to build 1803, but they have not been installing .NET 3.5 which is needed to install some of the security software we have in place. At least 300 machines were deployed before I discovered this and provided them with an updated install.wim that had .NET 3.5 included. I am now looking for a way to push the missing option to the machines that need it, and it looks like I have run out of ideas. I created a powershell script to pull the install files from a shared source and set up a GPO to run this as a startup script, it does not do anything. I know using an elevated command prompt is the recommended way to install this, but as you can't do this in a GPO it is pretty difficult to get this installed unless I am missing something.

Does anyone have a way that has worked to deploy this? I cannot ask the desktop team to visit every user affected as many are remote, as in over 1000 miles away so manual intervention is not an option.
