Windows 7 windows update glitch

I am trying to fix my moms PC and noticed that it hadn't installed an update since 12/2018 when I tried to check for updates it checked FOREVER. I ran the troubleshooter and it looks like updates were installed between 09/22/2019 and 10/03/2019 with the exception of the first two

Funny thing is the update box says that updates have NEVER been installed on this computer and until today it said it had never checked for updates.

My questions are:

1) How important is the first failed update, the fix for KB4516655

2) Should I try to install them again?
