Windows 10 Windows Updates KB4524147 and KB4517211 cause print spooler errors and missing printers

KB4524147 has not fixed the problem originally seen in update KB4517211.

Print spooler errors and missing printers in Outlook


Uninstalling KB4524147 fixes the issue

Any ideas when will this be fixed?
