This has been happening for over a year. Not every installed new PC, just many time. Newer Win10 builds have not corrected it. We have a Dell Optiplex, Win10 installed. We complete the initial set up, patch etc., then join the domain.
After joining the doamin, I go to log in on the PC as the domain admin, and it never gives the "HI" waiting/installing, it just goes back to the login screen. Happens over and over. I usually delete the new user account, then copy the users\default user folder from another working PC with the same version (in this case 1809) over the one on the PC having the issue, and try the log in again. Many times this works.
When I go to delete the user domain\administrator account, the delete button is grayed out. Also there s no C:\users\Administrator.domain account folder there to delete.
So much time wasted trying to get Windows 10 to work!
