I'm on Windows 10 Enterprise Version 1903 (OS Build 18362.116). Everything has been working OK, and updates had been installing OK until now.

then this could not be installed

2019-10 Cumulative Update for Windows 10 Version 1903 for x64-based Systems (KB4517389) - Error 0x800f0988
