I have found this issue to be a common problem for a lot of users after hours of searching on the internet. It seems that this is a bug in Windows 10 and I want to know when it will be picked up by Microsoft Engineers to resolve and will there be an update in which it will be resolved??

I had raised this issue earlier but it seems that was not the correct place to post a question, so I am hoping someone here can help out.
Here is more evidence on the issue and the reason I do not want to use animate is because that wount help with third party applications...
