Windows 10 qnap thunderbolt3 upload slowdown issues Windows 10 pro build 1903

I get slow upload speed via thunderbolt3 connection to my Qnap nas. I have SMB enable in windows. Downloading is working fine. I tried everything I could without success. I read on enternet that it may have something to do with the windows build 1903 where my editing pc is running on. If so how can I fix it, I need the thubderbolt3 down / upload to work for my 4K video editing.
