Windows 7 Program Files on small boot drive

I have a small boot "C:" drive that is only 9% free and I am running out of space for any additional software. I have cleaned out all the garbage and temp files. Can I move the Program Files directory to my "D:" drive? If so, what is the best way to do it. Both drives are physical drives, as opposed to partitions.
