Windows 10 Recent changes to Windows 10

Currently on Windows 1903 Build 18362.476.

Noticed a couple of weeks ago that the start up had changed, desktop comes up complete, rather than starting and then loading the Taskbar. Have checked the settings in System/ Power& Sleep, but they have not changed.

1. Is the desktop being saved at shut down?.

2. Can I stop this.

3. Where is it saving to?
