Windows 10 BitLocker hangs on open... sometimes--every time

I haven't used Windows as a primary OS in about 10 years, so it's hard for me to troubleshoot since Windows 10 is quite foreign to me. That said, I'm not looking for stupid nonsense answers like, "Reset/Reinstall Windows." That's not helpful. I'm looking for someone that might have actual insight into what the problem is. The problem I'm having is on a new Dell Latitude 7390 running Windows 10 Pro (10.0.18363 Build 18363).

The problem is this: After a restart I can't access the BitLocker settings. Trying to get into BitLocker or Device Encryption Settings in any way causes a hang.

It doesn't seem to matter how I try to access it, it just hangs and does nothing. Typically the window will eventually crash. I don't see anything spike in Task Manager and even the Event Viewer isn't showing much other than that it finally hangs. However, if I do this several times (2 or 3) over a long enough period of time (10 to 20 minutes) it eventually works. And once it works, it stays working and opens immediately every time after that as long as I don't fully log out or reset Windows. If I restart the problem starts over.

There isn't much installed on this machine, and I've tried uninstalling anything I suspect that could cause something like this (uninstalling Malwarebytes, disabling Windows Defender, etc.). I even tried disabling all startup items and all but the necessary Windows services and clean booting, but the problem persisted even then. I created separate, local-only, admin account and the same problem appears there. I'm stumped.

There doesn't seem to be anything wrong with the SSD itself and everything appears to work just fine. I'm wondering if this is somehow related to vPro or Intel AMT. I don't use either of these, but the system is equipped and the drivers are installed.

It's strange because everything seems to work just fine once it starts works. I can backup the encryption key. I've even used BitLocker to encrypt an external drive and have used it to backup the system. I'm wondering if this has something to do with Intel AMT of if there is some process or service that isn't running correctly, but I'm not sure where to look.
