Apply high contrast theme to normal desktop.

Hello all,


Does anyone know of a method to apply a high contrast theme to Windows 8.1 without forcing the shell to be in a/the high contrast mode? I have a high contrast theme I would like to apply to Windows WITH a full color desktop background. I would rather change values in the registry than use software to enable themes that have qualities I want.
