Windows 10 How to get multiple apps running in single kiosk mode in Windows 10 Embedded IOT Ent 2016 LTSB 1607

I understand that the kiosk mode available in this version of Windows is only single app, that later versions offer the multi app capability. Unfortunately the device this operating system is on also has proprietary software which is untested in later versions of Windows meaning we can't upgrade.

Situation:

We are designing a customer facing kiosk using a panel computer that is running Windows 10 Embedded IOT Ent 2016 LTSB 1607. We currently have the kiosk set up using a shell launcher implementation. The application that is running is Internet Explorer, which accesses a web server that is running on a PLC which is connected via Ethernet. We require that another application run as well, but have not been able to get a kiosk working with multiple applications. Is there a way to implement a multi-app kiosk using this version of Windows?

If there is no way to get multiple apps working in this kiosk mode is there any suggestions on how to lock down this version of Windows to only use the 2 applications that we specify?

The reason for this is that user is not meant to be able to access the other functions of Windows present on the panel computer. We need the user to be locked into our specific web server, if they have the opportunity to change any settings then the device this OS is on could easily become unusable.
