Windows 10 Running Windows Server 2016 as a VM

Hello, I am running Oracle Virtual Box on Windows 10 Home, version 1809. I'm trying to launch Windows Server 2016 (from an ISO file) as a Virtual Machine. Someone in the Oracle Virtual-box support told me that i have Hyper -V even though it's Windows Home. I tried to disable it though administrator CMD command "bcdedit /set hypervisorlaunchtype off" , and also the setting in "Core Isolation Details" are off. However, when I try to launch Windows Server 2016 as a VM, it says "failed to open a session for the virtual machine -Raw-mode is unavailable courtesy of Hyper-V. (VERR_SUPDRV_NO_RAW_MODE_HYPER_V_ROOT)". Does that mean I didn't disable Hyper - V correctly? Can someone please help me? Thanks.
