Windows 10 Setting Group Policy Object Precedence While not part of Domain: Prioritizing Custom IE Zone Rules WITH Lock-Down Templates Enabled

Lock down templates affect thousand settings that are otherwise arduous and difficult to customize without breaking functionality. This is highly convenient, however after applying these templates, I can't change individual zone settings without them reverting upon gpo refresh.

Without being part of a Domain, how can I prioritize group policy object preferences for zones while using lock-down Zone & Zone templates?
