Windows 10 Admin Account Setup and change

When upgrading to Windows 10 or just changing an administrator account seems very confusing. How do I setup a new administrator or down grade an existing administrator to a standard user on an existing computer? Also it appears that you must use/have a Microsoft account. I'm the administrator for a small business and want to make sure standard users do not have administrative accounts.
