Windows 10 UPDATE FAILURE

I have been trying to apply update "2019-11 cumulative update for Windows 10 version 1903 for 64k-based systems (KB4524570)" and each time it say installation 100% but then I get the message failed "YOUR DEVICE IS MISSING IMPORTANT SECURITY AND QUALITY FIXES". How do I do this update?
